Issues with the Government?

One thing I notice is they really don't care if homeless people are stuck living sucky lives on the streets. Or that immagrants are forced to live secret poor lives, and things like that. And I don't know how our communtiy can fix that. I would like to see The homeless, Immagrants, poor people and so on, get educations and lead a very fullfilling life. What should we do, more importantly what can I do? Because I am myself poor.
