Where can I find a manufacturer that will make customizable vinyl bags which are also waterproof?

I need to make a vinyl bag with my own specifications (triangular prism shape, zip lock on the side of the bag, completely waterproof and can be submerged in shallow water, and preferably one side of the bag made of a softer type of waterproof material like gortex or nylon). I was looking through Alibaba.com and most of the manufacturers are in china and they don't seem to make bags to that specificity. They usually also have minimum orders of a couple thousand and I prefer to order only a couple hundred. I also live in Toronto and prefer to contact a manufacturer that is nearby so as to make communication easier. Any suggestions as to where to find these kinds of manufacturers? Or do most manufacturers that make vinyl bags be willing to make one of that specificity? I'm new to this whole process, and I'll appreciate any one's help.
